Scientific Council Meetings:

1. The Scientific Council meets at least four times a year on the times and places determined by its President and should have the right to invite him at any time for any emergency meeting.

2. The Chairman chairs the meetings of the Scientific Council, and in case of his absence, the meeting should be chaired by the Vice-President.

3. The President may invite any person to attend any meeting without having the right to vote for that person.

4. A quorum should be completed by the presence of more than half of the members whereas decisions are made by a majority of those attendees. In the event of a tie, the president should have a casting vote.
